Two ways to View PESCO Online Bill

There are two ways to check a PESCO duplicate electricity bill online. The first method is by using the reference number, which is easily located on the right side of your electricity bill. The reference number consists of 14 digits and one alphabet. The second method is through the unique key, which is situated to the right of the reference number and consists of 10 digits.

The reference number is a unique number assigned by every power distribution company to each customer. PESCO now assigns a unique key consisting of 10 digits to its customers for identification; it is also referred to as Consumer ID. The unique key is located on the right side of the reference number. Before this new facility, PESCO only provided reference numbers for any queries related to viewing duplicate copies of the online PESCO bill. An example of the unique key is 1260827639, which is highlighted in the image below.

What is PESCO (Peshawar Electric Supply Company)?

PESCO stands for Peshawar Electric Supply Company. It was established in 1998 under the Companies Ordinance of 1984 and is responsible for distributing electricity to all 13 districts of KPK (Khyber Pakhtunkhwa). The consumers of PESCO number more than 2.12 million, including the general public and the business community. The headquarters of PESCO are located in WAPDA House, Peshawar.

PESCO Circle:

PESCO provides electricity (bijli) in KPK and is divided into 6 circles. PESCO covers more than 1.2 million hectares of land. If you are a resident of any of these circles, your electricity provider is PESCO. Details of the circles are provided in the table below.

If you reside in Sawabi, Mardan, Peshawar, Bannu, Swat, or any nearby city within the jurisdiction of these circles, you can obtain your PESCO bill(bijli ka bill) at onlinepescobill.pk. PESCO has been divided into two companies: PESCO and a new company called HAZARA Electricity Supply Company (HAZECO). PESCO comprises six circles as detailed in the table mentioned earlier, while HAZECO consists of two circles, whose details are provided below in the table.

This bifurcation was approved by the order of the Prime Minister of Pakistan under Notification No.12 (24)/202019-DISCO11. The implementation of this order is under process. Till implementation, Hazara-1 and Hazara-11 circles also come under the administration of PESCO.

Which Taxes apply to your PESCO bill?

Your electricity bill includes charges for different types of taxes which are itemized separately. The details of each tax are provided below. You can also visit the page linked for more information about PESCO tarrif rate of your Electricity.

1: TV Fee 

The monthly TV fee is included in your PESCO bill, and it is currently 35 Rs. The fee is used to cover the expenses of running PTV and other state-run media houses. This tax is imposed by the Federal government, and power distribution companies collect it. It is worth noting that the fee may be subject to change by the government of Pakistan over time.

2: G.S.T (General Sale tax)

An 18% GST will be applied to your PESCO bill every month as per the new direction of the International Monetary Fund (IMF). Previously, only 17% GST was applicable to the bill. These recent changes in the tax structure will increase the cost of electricity and put a huge burden on the poor people of Pakistan.

3: E.D(Electricity Duty)

The 1.5% tax is applied to the total units consumed in a month. It is collected by power distribution companies and paid to the government. The rate may vary according to government directions. E.D. (equalization surcharge) is an extra charge imposed by the government on electricity consumers to support different initiatives. The surcharge amount may also vary depending on government policies.

4: Sale tax

Sales tax is applied to both domestic and commercial consumers of electricity in Pakistan. However, the tax rate may vary for different types of consumers. For example, as of September 2022, the sales tax rate for domestic consumers is 17%, while for commercial consumers, it is 19.5%. Government of Pakistan is offering subsidies to those customers paying tax through enrolling them in 8171 ehsaas program 25000 BISP Scheme. It’s worth noting that tax rates and policies may change over time, and it’s always advisable to check the latest information from the relevant authorities.

5: FPA

FPA stands for Fuel Price Adjustment. The purpose of FPA is to adjust the electricity rates for consumers based on changes in the fuel prices used to generate electricity. It is a mechanism to pass on the impact of fuel price fluctuations on electricity generation costs to the consumers. The FPA is calculated on a monthly basis and can either result in an increase or decrease in the electricity bill depending on the changes in fuel prices.

6: Deferred Amount 

A Deferred Amount in the context of an electricity bill is an amount the customer has agreed to pay in installments in their next month’s bill. This amount is deferred because customers may not be able to pay the full amount of the bill at the time of the due date or may have a past due amount carried forward to a future bill. The deferred amount is an agreement between the customer and the PESCO company.

7: Annual Qtr Tariff Adj

Quarterly Tariff Adjustment (QTA) bill. It is an adjustment made by the National Electric Power Regulatory Authority (NEPRA) every three months to account for changes in the fuel prices or other factors that affect the cost of generating electricity. The QTA is then passed on to the customers through their electricity bills. The QTA amount varies every quarter and is applied to all electricity consumers, including residential, commercial, and industrial users.

8:FC Surcharge

The FC surcharge is a financing cost imposed by PESCO on consumers at a rate of 43 paisa per unit on their monthly electricity bills. This surcharge is used to secure the collection of debt for servicing the Power Holding Private Limited.

9:TR Surcharge

The TR Surcharge is a tariff rationalization surcharge that is imposed on PESCO consumers at the rate of Rs1.02 per unit. This surcharge is a part of the government’s efforts to reduce overall budget subsidies and to comply with the International Monetary Fund’s (IMF) conditions. The surcharge rate may vary from one distribution company to another.

The Peak/Off-Peak timings of WAPDA PESCO Electricity

PESCO offers off-peak hours rates to encourage customers to shift their electricity usage during non-peak hours, which results in reduced electricity bills. Off-peak hours for PESCO are from 11 pm to 7 am, and 10 am to 4 pm in the summer and from 11 pm to 7 am, and 10 am to 5 pm in the winter. By shifting your electricity usage to off-peak hours, you can save money on your electricity bill.
